The third oil production plant of Changqing Oilfield enterprise is a large state-owned subsidiary of Chinese petroleum natural gas limited liability of Changqing Oilfield enterprises. With the development in forty years and four petroleum enterprise’s reform, our country has become the sixth largest oil companies in the top ten. The enterprise human resources are rich and have a large number of management and technical personnel. With the arrival of knowledge economy and information age, the market competition becomes increasingly fierce. Enterprises have to change the past extensive development mode, using the advanced performance management theory in the central and the weak link of medium-level management, establishing medium-level performance management system, then changing the enterprise’ s human resources advantages into management advantages, to improve the enterprise’s management efficiency and management level, to implement the final goal of our enterprise’s strategy.Based on the research of related introduction of performance management at home and abroad, on the development history of the theory of literature, I summed up the development trend of performance management theory, and point out to establish a performance management system’s method of function, meaning and evaluation; then take The third oil production plant of Changqing Oilfield enterprise’s medium-level managers’performance appraisal as example. Through the depth of field of the investigation and research, I found the enterprise’s currently the medium-level performance management system’s problems; then put forward to restructure the enterprise’s medium-level performance management system, and point out that the reconstruction of the overall train of thought, objectives, principles and requirements, as well as the assessment object, content, target, standard and index weight’s determination; then I point out the medium-level performance management system in the third oil production plant of Changqing Oilfield enterprise’s operation, and to make its healthy running smoothly, put forward to build the corresponding facilities; finally, I gave the main conclusions of this paper and put forward to the problems need further study.The key of this paper’s research is based on the theory of performance management system’s study, to find out existing question and the reason in the third oil production plant of Changqing Oilfield enterprise’s medium-level performance management system, and elaborated on the necessity of its reconstruction, reconstruction of some specific matters and its smooth running facilities.
