High-Level Learning is the path of the development of high-level ability, the effectiveness of IT-based teaching models is the development through bringing about higher-level ability by supporting the high-level learning. To this end, the force of the construction and practice of IT-based teaching models merged the five characteristics of high-level learning to support learners’high-level learning. There are so many defects of the disconnection between theory and practice in the study of the construction of the learning process models. Such as the stiff mode, the curing evaluation methods monotonous,lack of the passion of learning,lack of learning initiative,etc. These phenomena increase the difficulty of teaching,cut down the mood of the student and don’t support the high-level learning.This study constructed the model of High-Level Learning Process based on Knowledge Management. It is based on the analysis of knowledge management theory, tools, technology and its successful application in the enterprise with a lot of practical examples, based on constructivist view of discourse and objectives of Bloom’s cognitive learning theory of classification and evaluation. The model, based on knowledge management is the application of knowledge management theory, tools and technologies to support higher order learning through the five features to support high learning process to occur. Under the guidance of the model, according to the new curriculum standards for high school teaching requirements of information technology disciplines, carried out case design, and modify the content about what does not meet the needs of actual teaching and learning.
