Power and corruption are often inseparable, the corruption will appear inevitably if the power lacks monitor. Corruption can subvert the regime of country,and also can interfere with country’s economic development,so it is will be the biggest chanllenge to world in the future.Now China is in the transition, as the mechanisms are imperfect,the supervision is weak,and the influence of the traditional and foreign cultures,the problem of corruption is serious. Dealing with corruption has become an important strategic task to Chinese local governments. The current theory and practice of anti-corruption in China often focus on the national macro-level,fewly take into account the local-level anti-corruption mechanism.Based on that case,this paper mainly uses the means of historical analysis, comparative institutional analysis,system analysis and experience summary analysis to study the construction of anti-corruption mechanism of Chinese local governments. The basic idea is: first of all,this paper summarizes the new changes,causes and hazards of the current corruption,and demonstrates the construction of anti-corruption mechanism is important and urgent; then the paper investigates the specific measures of Foshan on the construction of anti-corruption mechanism,analyses the achievements, the problems, and then summarizes the features; at last propose a solution for Chinese local government on anti-corruption.In accordance with the above-mentioned research ideas, this paper is divided into six parts. The first part summed up the domestic and foreign literature study system,which shows that the purpose and significance of the research, and describes the main concept,as well as main research methods. The second part introduces the anti-corruption mechanism theorys of Maxim-Leninism and main leaders of China, at the same time,also introduces the main measures taken on anti-corruption of countries in the world and Hong Kong and their valuable experiences. The third part summarizes the new changes, causes and hazards of the current corruption. The fourth part summarizes the specific measures on anti-corruption of Foshan in each period,the achievements,and the features. Then,by taking Foshan government as example,this part also reflects the current problems of local governments on construction of anti-corruption mechanism.The fifth part propose a solution for Chinese local government on anti-corruption according to the current situation and reality, It also mentions we should use consummate system and effective measurements to strengthen the anti-corruption capacity of local governments,so that the damage of corruption to contury and people will reduce.The final part is conclusions and discussion.The study results indicated that:ⅰ.The construction of anti-corruption mechanism of Foshan has its own characteristics,including playing Attention to rural financial management,attaching importance to use advanced technology to anti-corruption,and daring to explore new ways to curb corruption.ⅱ.Though the construction of anti-corruption mechanism of Chinese local governments has achieved certain results,but there are still some problems,such as lack of an independent anti-corruption agency,lack of a real property declaration system, the supervision of power is not in place and the incentive mechanism in the civil service is Inadequate.ⅲ.The local government should focus on four aspects to build the anti-corruption mechanism,such as economic system innovation,supervising system innovation,property declaration system innovation and civil service incentive system innovation. At the same time,the building of the anti-corruption mechanism is a massive project,local governments also need to strengthen other mechanisms,and try their best to mobilize the masses to participate.
