Education is a cause of educating people , plays a pivotal role in the progress and development of society . Children with special needs , especially in the education of children with mental retardation , content is indispensable to build a harmonious society . Special education is more and more widespread concern of the party and the government as well as the community . Special education teachers due to the special object of education , the degree of specialization requirements with general education is different . Found through extensive research , special education development is very uneven and there is a big difference in developed areas and special educational level of the central and western regions . Midwest regional level of special education teachers , good and bad , the overall situation is not optimistic .
