Recent year, with our country region social and economy development being not balanced along, the imbalanced phenomenon of education is to be also prominent day by day, Government and the scholar reached the mutual recognition in balanced development question of the compulsory education and the elementary education and has formulated the corresponding policies and measures. Speaking of the higher education, because it belongs to the public product, in the region economy level of development and under the higher education resources limited condition, people accepts the higher education the opportunity which is impossible to obtain satisfies completely, the higher education which realizes the region balanced development also is impossible to realize completely in the reality. But, taking the ordinary higher education belongs to the higher education system. Its importance to the social economy development is proving by more and more personnel training, scientific research and social service.
