With development of modern communication technology, mobile communication has been growing steadily in recent a couple of years. In the fierce competition, the capacity of mobile communication in China has increased rapidly with the system development toward large capacity, wide coverage and high quality, and meanwhile another direction of datamation, intelligence, and multi-media. The user scale has been growing in a dramatic high speed since the network opened.Along with the growing of the China mobile communication market and diversity of its business, the mobile users’outstanding payment issue of phone calls and data service expenses is becoming serious. The development of intelligent network gateway aims exactly to resolve the issue and improve the calculation management in mobile communication companies.This paper researches the intelligent network gateway technology and mechanism. First, it analyzes the demand of intelligent network control process and the indicators of transaction processing ability, data storage and reliability of its gateway, and introduces the functions of the intelligent network gateway system. The function of intelligent network gates comprises phone calls expenses calculation, transaction management and phone traffic control. This paper focus on the transaction management function and the design of its realization solutions, including principles of intelligent network gateway on standardization, integrity, real-time, independency, etc., and the design and process of INGW transaction management and phone calls expenses control function.The theoretical calculation is done based on statistics of the current design scale of China Mobile Jilin Branch, by simulation and estimation of the user index, phone traffic increase, system consumption and other index, and finally obtain the TPMC value of the system, so as to obtain the transaction capacity of intelligent network gateway.The paper provides the initial solution of intelligent network gateway based on intelligent network gateway and the related functions and control process, and obtains the detailed network construction solution and operation related parameter setting through modeling calculation, and offers preparation of quick layout of intelligent network gateway system network. Meanwhile, the insufficiency of intelligent network gateway system is analyzed, which provides reference to further decision on construction project.
