Study on the Implementing Policy of the Urban Ecological Belt Planning

With the rapid economic development, the pace of urbanization is accelerating in China. With the urban-center area’ transformation, industrial relocation and new district development simultaneously, the unrestricted sprawl of build-up areas has led to a lot of problems, such as the traffic jams and urban environmental degradation. Therefore, in order to prevent the over sprawl of built-up areas and preserve the sustainable development of both cities and countryside, the green belt planning and policies are brought forward in metropolises like Beijing and Shanghai, and a lot of related plannings are also compiled. But it’s overall in adapting and exploring stage and encountered many challenges.This paper firstly introduces the evolvement of urban greenbelt policies at home and abroad, summaries the challenges at different stages and lessons on the constructions of the greenbelt, emphatically hackling the development of domestic greenbelt’s construction. Urban ecological belt planning works as a new exploration from abroad. Due to the difference of national conditions and economic situations, it’s not enough to simply research on the concepts and methods of planning and implementing to ensure its smooth progress. In this paper, from the angle of the institutional environment of China’s urban planning and implementation, the implementation systems, planning procedure, policy guarantee, the author attempts to figure out the characteristics of China’s urban planning and implementation, in order to coordinate and integrate ecological belt planning with our planning environment and socio-econimic background.Based on the implementation-system of China’s urban planning, this paper hackles the difficulties encountered, finds out the underlying causes, and makes a exploration of an effective way on planning, implementation, management, to adapt to China’s national conditions and lead to a healthy and sustainable direction.
