In recent years, with the improvement of people's living standards and consumers enhanced awareness of self-protection, food quality and safety requirements are getting higher and higher, however, constantly exposed food production, sales willfully false, harmful pollution, and the resulting event of infringement of people's lives and health, and constantly to the community, to the executive branch of government has sounded the alarm bells of the food safety management. Guarantee food security has become the basis for the protection of human life and health, and to improve the quality of human life, promote food trade and the maintenance of world peace and development. As the basic properties of the food security is closely related with the production of food, mode of operation and quality management. As a developing country, China's food security by the economic base, the constraints of the management system, and the legal and technical specifications, there is a large gap compared with developed countries, we can learn from the successful experience of others, the development of our own food safety management mechanism as soon as possible to narrow the gap with developed countries. Food quality and safety management for the implementation of food quality standards and ensure analysis, planning, execution, control activities, it contains four meaning: First, enterprise production and operation process of food quality management; quality certification recognized activities to achieve the indirect management of national food quality; national administrations of a random inspection of food quality supervision and quality management; formation of the terminal to check on food quality management oversight by the consumer. More than four food quality and safety management interact and promote each other, the ultimate responsibility for food production operators, food quality and safety management to solve the effective management of government enterprises to improve their own management level and sense of discipline problems. Tai'an City, Shandong Province, as one of the tourist sites, the quality of its food security by the economic base, specification management system and the legal and technical constraints, compared with developed countries, there is a big gap, can learn from the successful experience of others, the development of Tai'an City food quality and safety management system. This paper attempts to study the cause of the problem of food quality and safety in Tai'an City, Shandong Province, to seek a combination of the way of the government's macroeconomic management and enterprise self-management.
