Since the reform and opening up in China, the total amount of urban energy consumption has been increasing sharply, along with the rapid economic growth. Cities have faced a relatively tight energy-supply situation, and the prospect for energy development is worrying. Especially for industrial cities in which activities in the social and economic life throughout the region occupied a leading position, the future sustainable development of energy in these cities is more worthy of attention. The purpose of the paper is to provide some rational proposals to the city’s energy development and lay a good foundation for sustainable development of the industrial city through the scientific evaluation on the energy consumption level.Firstly, the paper introduces the development status of urban energy consumption, and it refers to the necessity and urgency of evaluation for the cities’energy conservation .Secondly, the paper also gives the definition of the industrial city, energy conservation evaluation, and summarizes and comments on the related methods in energy evaluation home and abroad.According to the characteristics of the industrial city of its own, the paper establishes the principle of the index system based on the research findings from home and abroad. And then, after the discussion with the energy experts of H-City, the city’s entire energy consumption system is divided into four subsystems, industry, building, transport and residents livings subsystems. We ultimately select 27 specific representative evaluation indicators of urban energy in the evaluation index systems. In addition, the paper sets up a general evaluation model for energy conservation of cities. By using the data from H-City as an example, the paper conducts a comprehensive evaluation of application. It also uses Analytic Hierarchy Process (AHP) constructed a matrix, quantitative scoring method to obtain the weight of all index, then analyzed the calculation results,which proves that the model is scientific and effective.
