With the development of the Internet, it’s welcomed by the people because of the convenience, high-efficiency, low-cost. The participating politics through Internet is becoming a strong democracy. But it’s just a new way for the political participation and still in the exploration stage. It’s the center to be discussed how to think the role and the prospect this paper.Now, liberal-democracy is popular. But Barber thank it have some faults and is a weak democracy. We must perform the strong democracy to strong the civil participation. The paper analyses the cyber-political participation from the political participation, the political community and the citizenship. For the citizen, Through the Interent, the political participation generates many progress, such as the extent, depth and validity. The political community has good effects to the citizen’s political quality and democracy. But it has some bad effects, such as "group polarization". The citizenship that decides someone is a citizen just is a legal word In the representative government system. But the citizen will have the citizenship through the Internet.And in the post part of this article, the author dwells on the circumstances for the development of cyber-political participation in China. The china’s cyber-political participation are developing amidst twists and turns. The positive factors:the political support, intellectual support, technical support and econmic support. The bad factors:the digital divide of the internet, commerce and pleasure, wrong ideas of the government and inadequate of the civic quality.In conclusion, the auther agrees the idea that china’s cyber-political participation is a strong democracy. But if it want to develop the democracy, the most important factors are that the china’s system construction and social reform much better.
