In recent years, Xianyang has been issued to strengthen the training of civil servants working relevant measures and system, from training funds safeguard training form, content, integration training resources, aspects certain attempt and exploration. In this paper, the basic civil servants training and demand in the survey analysis, for example, questionnaire and on-the-spot visit methods, through to the general situation of Xianyang grass-roots civil servants, the basic unit of the public servants training introduced, with emphasis on the organization level and personal level on the analysis of the grass-roots civil servants training needs, research reveals the grass-roots civil servants in xianyang training is still the existing problems and their causes. On the above basis, combining with Xianyang status quo and foreign advanced grass-roots civil servants training conception, discusses a series of countermeasures of strengthening the training of grass-roots civil servants, from training pattern, the supporting safeguard mechanism, training implementation forms and training evaluation, etc and perfect the construction of grass-roots civil servants training system. In order to strengthen the training of grass-roots civil servants, especially ascend the Midwest underdeveloped regions in the quality and level of grass-roots civil servants training benefit and inspiration.
