Research on Employee Leasing Based on Enterprise Strategy Flexibility

Human resource is the most important resource in enterprise development. In the condition of rapidly changing management environment, it becomes a knotty problem to which enterprise pays more and more attention that how could enterprise allocate human resource flexibly and productively, as well as enhancing the human resource flexibility, thereby to raise the strategy flexibility of enterprise. Employee leasing, as a new deposition pattern of human resource, prevailed in Europe and America in 1960s and 1970s and was introduced into China in 1980s. The viewpoint of employing without raising immediately shocked Chinese traditional employment system. The employer s opinion changes from my own to my own use, which provides valuable reference for enhancing enterprise flexibility. Due to the specificity of the employer-employee relationship, including the lack of law norms, academic guidance and practical experience at the beginning of practice process in our country, labor dispatching owned many problems. For example, there exists many small intermediary agents and manpower is treated as second dispatch. The PRC Employment Contract Law, which was implemented on Jan 1st, 2008, makes relative provisions aiming at employee leasing on a national level, which indicates employee leasing enters into a new chapter in our country.In the background of implement of the new Labor Law, from the aspect of the employer, this article firstly builds the flexibility index system of enterprise strategy and analyzes how employee leasing enhances human resource flexibility, further, an empirical analysis is made of the research models. Secondly, uses the theory of inter-organizational resources as a reference to build the human resource flexibility index system of enterprise strategy and analyzes how employee leasing enhances human resource flexibility, further, the same, an empirical analysis is made of the research models. At last, game theory and principal-agent theory are involved to study the strategy between the employer and employee in the course of employee leasing of enterprise, furthermore this paper gives policies and an advice upon procedures of implementing labor leasing mode.
