With the rapid development of educational informationization and new curriculum reform in our country, a great change has been happened to the activities during the school’s education. Teachers face dual challenges from reform of both educational informationization and new curriculum. So in order to keep up with the pace of the informationization, we need to adjust their teaching behavior, seek the new teaching mode and improve its own information literacy which could promote the development of its own. With the high-speed development and popularization of the information technology and internet, people have more close contact from different time, region and even space, not only the smooth communication but also the emotional communication. in the same time, it could provide convenient tools and resource which are used for learning by autonomous way cooperatively. Based on this, a method of network research has come into being to promote teachers’ professional development. How to use information technology which is under the background of network research to enhance teachers’ information literacy to lead the teaching and research, to promote professional development of teachers and than make a virtuous cycle? So this paper’s direction is enhancing the teachers’ information literacy based on the network. In the context of the application and popularity of modern educational technology in primary and secondary schools, based on the investigation and analysis of their information literacy status from Lishi District of Lvliang city which is in the Shanxi Province, this paper gives a in-depth systematic study from theory and practice, puts forward new ideas to improve the primary and secondary school teachers’ information literacy, provides the basis for information literacy of primary and secondary school teachersBasic structure of the paper is as follows:Chapter 1 Explain the background of the study, research significance, research status and research methods.Chapter 2 Based on the secondary school teachers in specific content of information literacy, give the investigation of Information literacy status of primary and secondary school teachers in Lishi District of Lvliang City, analyze the current situation of teachers in information technology and problem in the traditional information literacy development process, and then give the summary that how to enhance teachers in information literacy effectively, put forward the method that using the Internet research to enhance teachers’ information literacy.Chapter 3 Give a rationality and feasibility analysis according to information literacy and the theory of network research which could improve primary and secondary school teachers’information literacy. By this basis, give a form of communities of practice, teaching and research operations. Develop the design thought in the network learning of information literacy.in the same time, discusses the network of teaching and research for teachers to enhance the role of information literacy.Chapter 4 Describe the process that how to carry out with the network to enhance the teachers’information literacy:First, design information literacy development plan, then carry out teaching and research-based action learning, and finally a summary of the whole event.Chapter 5 Review and summarize the entire study
