"Shanghai Middle school Moral Quality Teaching Standard" (2004 edition) explicitly proposed an active exploitation of the curriculum resources to enhance the awareness of schools and teachers regarding the curriculum Innovation. The internal and external curriculum resources are developed and utilized including the school library, the laboratory, the special classroom and various teaching facilities as well as the social education resources and abundant natural education resources including the public libraries, the museums, the exhibitions, the science and technology museums, activity base for youngsters, community cultural access, factory, village, army and research institution.In accordance with the development and utilization of the curriculum resources of political lessons in the context of the second curriculum reform, the main purpose of this article is to enhance the awareness and ability of the political teachers to develop and utilize the curriculum resources, consolidate the validity of the political education, promote a sincere acceptance of the political education to the students. Introduction, introduced this article studies reason, correlation literature summary and research direction and significance. The second is the theoretical introduction to the curriculum resources of political lessons comprised of the elaboration and concepts such as definition, nature, classification and characters, demonstrates the importance of the development and utilization of the curriculum resources. The second section analyzes the status quo and relevant issues. The third section is a practical research on the primary principles of developing and utilizing the internal and external curriculum resources that emphasize on the teaching materials, teachers, students, news, social activities, and online information. Last but not least, in terms of teaching practice, the author will propose the strategies to optimize the development and utilization of the curriculum resource of political lessons.Since the second curriculum reform underwent for over ten years, the curriculum resource has played an important role in the curriculum reform. The degree of amplitude and adequacy has determined the range and level of the realization of the curriculum reform. The political lesson is the main battlefield of moral education in school, which is special, compared to other subjects. In order to obtain the efficiency promote students to learn independently and help them cultivate good quality of thought, the healthy development and effective utilization can anchor a practical significance in the moral education. Consequently, it is constructive to clarify the concept and connotation, enhance the awareness and further the understanding of the curriculum resource for the purpose of optimizing the development and utilization of the curriculum resources.
