The new type rural community construction is an important construction undertaking, which is based on the social and economic development trends and characteristics of the rural China in the current and future. It aims at solving problems and improving the economic, social, cultural and education status in rural community, by the way of relying on rural community power, using community resources and strengthening community function. The new type rural community construction is also the significant change and institutional innovation of grass-roots organization and management mode in rural China. It is valuable for us both in theory and in practice to grasp the rule of rural community transition and find the effective way of new rural community construction, in order to settle the argument in rural areas, improve rural community members living standard and life quality and promote harmony .The article is directed by the community construction theory, with the prospective of rural community transition, taking the method of combing historical analysis and realistic analysis, general inspection and typical analysis. The article aims to understand and grasp the objective laws of rural community construction, find the difficulties and its influencing factors in new type rural community construction, and puts forward relevant suggestions, enriching the rural community construction theory and providing the basis for the guiding the new type rural community constructionThe paper consists of five parts. The first part is preface, mainly illustrates the purpose and meaning of the research, present research situation at home and abroad, the thought, method and technical route of the research and gives the innovation points and deficiency of the paper. The second part is General theory analysis of rural community transition and new type rural community construction. Firstly, the paper defines some relevant concepts, then expounds basic theory of institutional transformation and rural community construction, establishing the theoretical foundation for the whole paper. The third part is Retrospect and prospect of rural community transition. This part mainly focuses on rural community transition rules and describes the future trend of rural community transition. The forth part isThe practice of new type rural community construction. On the bases of studying the background of new type rural community construction, according to the idea of from individual to general, first analyses the overall situation and phased characteristics of rural community construction in China, then analyses three typical cases of new type rural community construction in Shandong province. At the end of this part, finds the problems in new type rural community construction from the perspective of construction modes and construction bodies. The fifth part is The solutions and suggestions for strengthening and improving the new type rural community construction. Firstly puts forward dynamic promoting mechanism in the new type rural community construction from the perspective of the change of institutional transformation’s body. Secondly analyzes the policy of rural community transition towards the new type rural community construction.From the above analysis, the paper draws several conclusions as follows: First, nowadays ,as the“rural community”in the new type rural community construction is a kind of planned social life community led by government and is the product of national programming institutional transformation during the new countryside construction, requirements determined by farmers’interest should be fully considered and farmers’options should be respected .Second, from the historical retrospect of rural community transition and the analysis of the present situation of rural community , we can get the rural community tends to be highly differentiated, pluralistically integrated and coordinated development between rural and urban areas, which determines we should adjust measures to local conditions in rural community construction and never find a single solution for diverse problems. Third, as the government, rural community resident and organization play different roles and act differently in different periods, the dynamic promoting mechanism will be helpful for different subjects to function efficiently in certain period, realizing functional complementation.
