With the infrastructure construction in the city's development since the reform and opening up, China's government increasing emphasis on the improvement of farmers' living conditions, and gradually made a series of strategic decisions to expand domestic demand and promote the people's livelihood, urban and rural integration, promote the steady development of the national economy. Carry out the construction of a new socialist countryside, the rural housing construction in the urban and rural economic and social development, give full play to the positive role, laid the foundation for building a socialist harmonious society. Housing construction in rural areas have the characteristics of public goods, and significant social benefits, which greatly improve the lives of farmers living environment. Urban and rural infrastructure construction projects funded by the national professional investment companies rely on the government to operate, and invested project funds mainly come from the national budget. Excessive engineering investment, the budget of the local government invested still can not meet the needs of engineering construction, therefore, the government began to raise through the financing required for project construction funds. In the context of increasing development of housing construction in rural areas, the government financing gradually embarked on a road of exploration and research. This article intends to stand in the position of the government financing, to analyze the advantages and disadvantages of the different financing through more traditional project financing, consistent explore with the actual situation of the rural housing construction financing. Rural housing construction with the building of a new socialist countryside development, is still in a period of growth, with little experience can learn the history of the local government to carry out the implementation of this project, the biggest problem facing that is, whether there are sufficient funds to do support. From a practical point of view, the government financing rural housing construction from the theory to support the development of local government financing. The study is mainly based on Marxist economic theory, by way of the domestic urban construction project financing, combined with the current situation and problems of rural housing construction in China, to explore a suitable for China's rural housing construction financing. The analysis of the previous theories about government financing based on the integration of theoretical and empirical research, analyze the way our government financing rural housing construction. Empirical analysis of the study for government financing of rural housing construction projects using bank financing pre-fiscal financing trust loans, interim payment bridge loans, the late funds management financing. This is a comprehensive way of financing, traditional project financing, engineering the overall interests of the parties Optimal government financing innovation, for future government financing housing construction in rural areas to provide a realistic basis.
