Construction energy consumed one third of the total social energy consumption,countries all around the world are devoted to promote energy-saving constructionnowadays. Design standards and regulations are established for energy-saving buildings,aiming to reduce the construction waste and energy consumption in buildings.Energy-saving construction is very important in the social and economicaldevelopment, it helps to reduce air pollution as well as energy-dependent economicgrowth. For both developed and developing countries, energy-saving constructions areconsidered as an important part in the programs and policies of energy conservation, it isalso one of the key factors in order to achieve the sustainable development.The energy consumption of one building is established from the initial architecturalplan until the end of the design, architectural planning is the preliminary phase of thewhole construction project, the application of energy conservation in design directlyinfluences the energy efficiency of the building. The achievement of sustainableconstruction greatly depends on the well-established Building Energy Codes andRegulations. Generally, energy efficient building design governs by the exterior elements,unless the design parameters of the openings, orientation, shading, insulation etc. can beobtained, 80% of the energy efficiency of the building can be managed.Different characteristics of various exterior housing elements for sustainableconstruction have been analyzed herein, by comparing the existing energy-savingconstruction guidelines in Macau with those building energy codes and standards in Chinaand Taiwan, some supplementations to those Macau guidelines have been presented in thispaper. The concept of recycling economy applied in energy-saving construction has alsobeen proposed in this paper in order to achieve the sustainable development in Macau.
