Abstract: \saving, environmentally friendly production methods and consumption patterns, and enhance capacity for sustainable development, improve the level of ecological civilization building energy efficiency is considered to be an important part of energy conservation and energy policy, and is one of the keys to achieving sustainable development. It will be the greatest potential in a variety of energy-saving ways, the most direct and effective way to ease the energy shortage, to solve the lack of socio-economic development and energy supply, one of the most effective measures of contradictions. Energy-efficient buildings, however, seems to be a high standard, high-tech, high input \life-cycle cost management in order to achieve the overall economic benefits for the whole life cycle optimization. The paper through a comprehensive analysis and in-depth study of foreign life-cycle management theory and methods in fully learn from the system constitutes the basis of elements and essence of the theory and methods, combined with the theory of building energy conservation technology, to explore suitable for China's national conditions, Chinese characteristics, operable energy efficient building project life cycle cost method to determine and control theoretical system, energy efficient building projects in order to achieve a more scientific decision-making, optimized design, reasonable construction organization and production run planning arrangements in order to ensure quality and meet the function under the premise, to achieve lower construction project life cycle cost goals. All the core content of the paper is to describe the Lifecycle Cost to determine and control principles, methods and technology in China. First of all, on the basis of the summary and analysis of domestic and foreign construction project management, project cost management and construction of energy-saving technologies and related theory, erected in the combination of conditions and build the overall analytical framework of China's energy-saving construction project life cycle cost management: including the basic theory of the construction project life cycle cost management; key parts of the energy-saving building life-cycle cost management, phasing and phase of cost management operation mode several parts, and finally summarize the success factors of the life-cycle cost management of energy-efficient buildings . Combined with energy-saving building project instance - certain ministries and business base project, energy efficient building life-cycle cost analysis method described in the practical application of the project through the entire life cycle cost management, and eventually come to the promotion and implementation of energy-efficient buildings Lifecycle Cost to determine and control the timing of the pattern has been basically mature conclusion, it is recommended that government agencies put the appropriate policies, regulations, administrative measures to promote the implementation of the models and methods of identification and control of life-cycle cost.
