Safety of coal companies has always been a prominent issue in China, which not only affects the survival and development of coal companies themselves, but also restricts the development of the national economy. That is not only the problem of coal companies themselves, but also a serious social problem.To do well in safety work of the coal companies, is the only way to solve these problems. And it is necessary to identify the existence of dangerous and harmful factors in mine system, based on to analysis the risk of these harmful factors and take management and technical measures to eliminate or control these dangerous and harmful factors. We must evaluate the system security to achieve it.Firstly, selecting the combination of Analytical Hierarchy Process and fuzzy comprehensive evaluation method for comprehensive safety evaluation based on full analysis of the characteristics of production system in Yangcheng coal mine and the development situation of the domestic and international and the pros and cons of common methods in safety assessment. Secondly, analyze the theory on safety resources and supply and demand of safety on the basis of reproduction in safety. In order to optimizing the resource of safety, not only to the rational allocation of production resources and the proportion of security resources, but also a reasonable allocation of the investment unit of the security features to meet the functional Unit security requirements. Then identifying the main factors of production systems that affect Yangcheng coal accord to accident the related theories, such as causation theories and principles of safety assessment, and so on. Then divide these factors into 9 sub-systems factors and 50 indicators, and hierarchy them. Analyzing the relative importance of index factors with Analytic Hierarchy Process determine the weight of them, and confirm that doing well in safety management system is the top priority to solve security issues. Use the method of investigation and scoring for the system factors by expert to determine the single factor degree of the main factors, and evaluate the production systems and various subsystems of Yangcheng coal mine with the fuzzy comprehensive evaluation. According to the principle of maximum membership degree gets the evaluation conclusions that Yangcheng Mine safety rating is "safe". Finally, formulate the safety measures for the potential causes of accidents still exist in the system. In this process, the suggestion of investment is give to optimize the safety recommendations in Yangcheng coal mine according to the theory of resources allocation in economic.
