A Study on New Public Management in Local Government of Ghana

In the 1980s , the local government of Ghana has experienced several dynamics . Despite tight budgets , donor Parliament loans and donations severely restricted conditions , in order to provide more quality social services as an agent of the central government by local governments a greater challenge . At the same time , all over the world are engaged in the public sector to the new public management movement -based management reforms. Thus , Ghana 's political struggle and the development of public administration hit the new public management movement. Therefore, the new public management movement for civil service reform in Ghana has left some imprint. New public management principles have changed our way of thinking to public management , we have been unable to return to the past , to keep unchanged. New Public Management approach is a thorough analysis of the reasons most of the public sector reform and motivations provide a good framework . Peters is a well-known framework ( 2001 ) , he will be the transformation of government agencies characteristics are summarized as follows: market-oriented , participatory , flexibility , performance management and deregulation . This method of administration made ??a very good development trend , caused widespread thinking, learn from this article is to analyze the local government of Ghana 's reform ideas . In order to curb the management of generated errors, selective countries generally adopt new public management ideas. Ghana local governments consciously or unconsciously follow the new public management ideas, by applying commercial principles to maintain the quality and quantity of public services ( Boris , 1959 ) , the use of market mechanisms ( Walsh , 1995 ) and the use of other service delivery ( Glover Burton , 1998 ) .
