Since normal universities began to ask normal students to pay tuition in 1997 and normal education developed to integration and openness, normal education has ever been weakened and marginalized, which reduced the excellent students source of normal universities and made large rural Midwest lack seriously excellent teachers.In order to solve these problems, government has carried out the free education policy for normal students in six normal universities directly under the ministry of educatin. But carrying out the free education policy in the normal universities directly under the ministry of education is whether the best choice or not, which has caused a lot of controversy. Many scholars think that carrying out the free education policy for normal students in the normal universites directly under the ministry of education will bring the unfairness to the local normal universities. So they suggest spreading this policy to the locality. However, there is no relevant deep and systematic study about how to implement the policy in the local normal universities.This paper firstly adopts literature analysis method to analyze the free education policy for the normal students carried out in six normal universities directly under the ministry of education and expounds its significance, main points, progress and the existing problems. Secondly, this paper has summarized the situations of different places’free education policy and the existing problems.Thirdly, this paper make a investigation to the normal students of local normal universities by the method of questionnaire. The investigation includes three parts which are the normal students in local normal universities’s understanding and views for the implementation of free education policy, the influence factor analysis of carrying out the free education policy in local normal universities and the normal students’advices and recommendations in carrying out this policy in local normal universities. At last, this paper uses the methods of comparative research and policy analysis to put forward the policy construction from free mode, recruitment, training, employment, default processing and degree increasing and professional development, which are based on the free education policy of normal universities directly under the ministry of education and different places’experience on carrying out the free education policy and data from questionnaire analysis. Also, this paper will give some suggestions to guarantee the policy implement smoothly.
