Telecom industry has passed through the period that pursuing the expansion of the scale and speed development, and enters in the new period that pursuit of efficiency and market competitiveness, with the gradual formation of opening situation. So that, there proposes new requirements for the telecom operation support system (OSS). In order to better provide users with full business services, operator support systems in construction of IT resource management system has entered a new phase of the upgrade, with the market environment changes and technology development. NGOSS (Next Generation Operations Systems and Software) that proposed by TMF(TeleManagement Forum) establishes an available framework, and provides documentation, models and code support for next generation OSS resource management.The first part of this thesis mainly analyzes the NGOSS development in detail, and study the OSS theory in depth, such as eTOM (enhanced Telecom Operation Map), RMS(Resource Management System) and SID (Shared Information Data/Model). And then, based on NGOSS theory and the requirement of SID model, and according to the need of China Mobile, this part discusses the software technology that used in Resource Naming Management System.The next, the Resource Naming Management System, that is the case of this paper, is designed and implemented. This system uses a J2EE core technology, it describes and sorts all kinds resources of transfer major, and integrated resource management system through the modeling of professional resources, so as to realize multi-disciplinary resource management and sharing. This paper aims on the SID XML data model analysis and support systems in the telecom application example, furthermore plays a promoting and facilitating role in the construction of the NGOSS SID model.At the end of this paper, problems encountered in the process of the system implementation are shown, and the further development of this system is described.
