Rural workers are the special peasant group, who are working with salary beyond farming on land at current upgrading period of our economy and society. They are new working group along with the industry developing and cities quickly increasing. Rural workers optimize configuration the human resources between city and rural, solve the“three rural issues”under situation of the dual economy structure and make essential contribution to the development of the modern industry in our country.Whereas the report of Chinese rural workers investigation showed that rural workers are educated less and with strong desire for continuing education. The less investment of government and enterprises on the rural workers training, and the asymmetric between the continuing information and employment news are the main factors result in the difficult employment and low salary for the rural workers. To solve how to enhance the quality and improve the competition of rural workers insure them to be employed steadily. The only thing we can do is continuing education to make up the priori defect on professional ability of rural workers.Working as a educator, this author considers the rural workers continuing education model with the view of administration and social science, and analyze the domestic and overseas original factors, existing status and problems of rural workers through questionnaire investigation method, reference data method and case research method. Through analysis of the related regulations of rural workers continuing education in our country and Shenzhen city, this thesis structure combination continuing education model of certificate education, professional skill training and quality education with the participation of government, labor intermediary, education institution, enterprise and individuals on theory. At last this article verifies the feasibility of the continuing education model through the rural workers continuing education and successful practices in Shenzhen city employee institute of continuing education.
