With social progress and the continuous development of the knowledge economy era , the excellence of the knowledge innovation capacity has become not missing an important factor in the organization competitive . Government , traditional government management mode constantly shift to a knowledge-based government management model , the government implemented a knowledge management , especially access to and sharing of tacit knowledge management has become the government to obtain a competitive advantage in the international community and improve government services , work important source of capacity and efficiency , as well as public satisfaction . In this paper, the theory of knowledge management oriented government based on analysis of the connotation and characteristics of tacit knowledge , combined with the practice of research , access and sharing from the point of view of the theory and practice of civil servants under the tacit knowledge in a knowledge-based government perspective personnel , environmental and technical factors were analyzed , by the owners of the tacit knowledge within the government 's attitude , the attitude of the recipient of the tacit knowledge , organizational structure , culture and incentive systems analysis, to further clarify the tacit knowledge sharing within the Government the obstacles put forward recommendations to address the feasibility of tacit knowledge in a knowledge-based government acquisition, transfer and sharing .
