Research on Multi-dimensional Migrant Workers’ Employment Management System of Jiamusi

Since the mid 80th of 20 century,a great amount of migrant workers going far away from their native village and into cities, which has played an increasingly important role and contributed tremendously to the process of our modernization, especially to the process of our industrialization and urbanization.As more and more migrant workers swarming into cities for jobs, the rural labor force employment problems appear constantly. So how to deal with the problems during the employment enforcement, how to increase the employment rate of migrant workers and guarantee migrant workers’rights is a disturbing problem of our country and society. The current research about migrant workers employment management system is basically around the employment status, problem analysis and propose a solution to research, this system is lack of the whole design. A complete theoretical framework for the migrant workers employment management system has still not been formed. Therefore, how to create, improve and perfect the management system to address the concomitant emergence of a range of employment problems of migrant workers has become an important academic research, and has great practical significance.The migrant workers of Jiamusi area have made outstanding contributions to local regional and urban economic development. Jiamusi still needs migrant workers to continue their efforts. At the same time, migrant workers also have expectations of labor supply, so the supply and demand of migrant workers market all has space. Currently, the employment status of migrant workers in Jiamusi region is not desirable, there are many problems bounding the employment of migrant workers, thus, how to appropriately solve the problem of migrant workers employment in Jiamusi region placed in front of the local government and society.This paper defines the concept of employment of migrant workers, starting from the basic theory, and then make brief introduction about three theories those are involved in the text - Keynesian theory of employment, human capital theory and employment transformation theory, Then starting with analyzing the status of the employment of migrant workers management system in Jiamusi region, propose problems in the Employment of migrant workers management system from three dimensions namely management system is not smooth, management links is not inconsequent and the key construction elements lagging behind. This article makes the migrant workers employment management system in Jiamusi area from four aspects as government, social organizations, enterprises as well as individuals,on the basis of drawing on Australia, the United States, Japan and other advanced countries’advanced experience. This paper argues that the government focus dimension: to build a sound, uniform and workable legal system for migrant workers employment, to build a detailed employment policies and to set up monitoring mechanisms; The main construction matters of social groups’dimension is: to establish diversified public employment services institutions, to build three-dimensional network and a multi-level training system for employment of migrant workers; The main part of the construction from business dimensions are: placement design of migrant workers employed, career planning and management of migrant workers, to build a training platform for migrant workers; The key point of Personal dimension is career design. Relying on the employment of migrant workers management design in Jiamusi area, put forward suggestions on the promotion of employment of migrant workers management system, in three terms of strengthening of human capital accumulation, increase in employment management investment and innovation in the migrant workers’social security system, providing a theoretical reference for achieving full migrant workers employment in Jiamusi region and the whole country.
