Government functions studied in the reform of China 's college entrance

With more and more colleges carrying out autonomous enrollment, the system of autonomous enrollment has been developed gradually.Extensive attention has been paid to the comparison researches on college unified enrollment and its autonomous enrollment.As one of the most important refors in higher education field since China’s Reform and Opening Up policy,college autonomous enrollment aims to achieve the following goals by expanding university autonomous right,promoting quality-oriented education in middle schools and realizing diverse educational goals of training talents. But,during the process of reform,it has to face the problem of ensuring justice,regulating middle school education and enhancing the efficiency enrollment. In order to solve the problems of the college enrollment,and give full play to the advantages of various recruitment mode, government should be clearly aware of its reasonable exercise of higher education management and service function, so as to promote the further development of the reform.This is well worth further studying.Based on investigations into typical reforms of college enrollment systems in China and other countries, this paper firstly concludes that the tendency of college enrollment system is the separation of enrollment from examination, the combination of unified exams and diversified enrollment criterion and the pursuit of balancing national benefits and college autonomy. Then public administration theory is adopted to analyze the quasi-public goods of higher education resources, which can only be effectively allocated by fully coordinating and correlating the market and government with the correct orientation of government function. This is the internal cause of the development of college enrollment system. Therefore, reasonable transformation of government function is the core problem of reforming college enrollment system in China. This paper holds the view that the government needs to make a clear direction for transformation of government function, make correct orientation for it according to laws of higher education and control the reform’s rhythm. The measures in detail include increasing reasonable income of higher education, practicing school autonomy, establishing intermediaries relevant to enrollment examination and pushing ahead assorted institutional reform.
