China's manufacturing output in the world's second, but has been in "high growth, low innovation". Based on random boundary model and panel data of listed companies, manufacturing innovation efficiency in decomposition of total factor productivity, on the basis of the driving factors about innovation of the three hypotheses for empirical testing. Discovery: innovative contribution to the development of Chinese manufacturing co., LTD, manufacturing is one reason for the high speed growth scale expansion; Efficiency is one reason for the stagnation of manufacturing technology is cost, and cannot digest this pressure in technological innovation; Due to the lack of innovation input, innovation efficiency of China's manufacturing industry is low, and a reverse trend; Relatively small, the nationalization of the manufacturing enterprises are more creative, but innovation investment is relatively low. According to the results of this analysis, this paper further puts forward the corresponding policy recommendations.
