Agricultural problem is the first priority in China. In this paper, we analysis algoricultural products monitoring system based on the things of Internet, and design a new decision system in algoricultural investment projects.Recently, from plasticizer to contaminated cucumbers, a serious of food safety accidents at home and abroad are endless, every time when food safety accidents exposured which will lead to fears and discuss of each segment’s monitoring from production to circulation. Food safety management need to guarantee every step:farm-to-table. This paper firstly reviews the recent German contaminated cucumbers event, and points out the loopholes and lagging of HACCP control points in disposing food safety accidents. We propose a food secure monitor system based on both of the Internet of Things technology and the HACCP standards, which include food monitoring system, RFID identification system, HACCP aid decision making system and information exchange platform, which realizes the whole-course monitor from the production source to enter the restaurant and achieves the transition from "negative, passive, lagging remedy" to "positive, active, prevention".In addition, the fuzziness and multiplicities are two important characters in aggregating individual expert’s fuzzy opinions into an optimal group consensus. In this paper, regarding linguistic terms or concepts as the fuzzy evaluation form of decision makers, we proposed a new hybrid method, which consist of Cloud theory and Dempster-Shafer theory to deal with this conficting and fuzzy group decision making problem. First, in the individual aggregation, we use high-dimensional cloud algorithm to compose both of the numerical value and qualitative concept, which is transformed into quantitative value by one-dimensional cloud model. Second, in the group aggregation, the Dempster-Shafer rule of combination is used to combine individual preferences into a collective preference, by which decider make the optimal decision. The analysis result was compared with grey related analysis,TOPSIS and Chen theory. The result shows that this new method based on Cloud theory is feasible and applicable to reality.
