Currently, a large population base on global population growth and rapid economic development has led to a huge demand for water to the global water environment caused unbearable pressure, mankind is facing an unprecedented water crisis. China and India as the world's most populous developing country within the range, with the rapid economic development of the two countries already suffer more severe water stress, in this context, the two countries have started to develop from the Chinese in Tibet and flows through southern Asia regional transboundary rivers. However, with China to accelerate the development of transboundary rivers, in the territorial disputes and political trust deficit and other factors, the Indian media repeated speculation \In fact, the problem of water resources in India mainly includes three aspects: First, because of the objective existence of the two countries arising from the utilization of water resources development and must face the water allocation and management of water conservancy facilities, two out of political considerations in India using the cross- boundary rivers chips gambling dispute the legal ownership of the territory and the third is the Indian media hype \Currently, transboundary river cooperation in ensuring territorial dispute will not result in legal ownership of the premise, and India has been on transboundary river hydrology exchange and other issues related to cooperation, but involve major transboundary river Brahmaputra downstream Bangladesh, and thus cooperation also existed to some extent mixed with regional factors. In this context, the paper focuses on the Sino-Indian bilateral domestic water crisis in the context of transboundary water resources development and the main line of the river commenced, focusing on analysis of water issues in India the background, status and influence of the bilateral relations, analyze and India water cooperation must consider several factors, as well as international law on transboundary water disputes in India and around the world to solve the applicability of transboundary rivers typical patterns on the settlement of disputes between the two countries to resolve disputes reference other issues, from the height of regional cooperation India ponder the feasibility of solving water problems of regionalization.
