China's high-tech industry, after decades of development, has made remarkable progress, the added value of their output accounted for 10% of manufacturing value added, more than 30% of its exports reached total merchandise exports, and the growth momentum rapidly. Therefore, to carry out an important theoretical and practical significance for the study of international competitiveness in high-tech industries. In this paper, the factors that affect the international competitiveness of China's high-tech industry. First of all, the connotation of the high-tech industry, combing Theoretical Research on the international competitiveness of industries, industry international competitiveness evaluation methods are summarized. Second, the development of China's high-tech industry in 1995-2009. On the basis of the results of previous studies, the establishment of the six elements of the evaluation system, to clarify the mechanism of the impact of the various elements of the international competitiveness of China's high-tech industry and its relationship, and accordingly select a reasonable alternative indicators mathematical econometric model. Again, an empirical study in two parts: first, by calculating the international market share of China's high-tech industry, RCA, TC, and overall labor productivity four indicators, a summary of the development of its international competitiveness. Second, to collect the data of China's high-tech industry from 1995 to 2008, to test the measurement model, and stepwise regression method to determine the FDI factors (the degree of innovation-led) factors and human elements of three th element composition of the final model. The empirical results in line with the conclusions of the theoretical analysis, six elements have an impact on the international competitiveness of the three elements of the final model to explain the degree of international competitiveness is also higher. According to the results of the above analysis, the paper also proposed the corresponding countermeasures and suggestions. Study, this paper uses a new alternative indicators of various factors, government funding accounted for the proportion of research activity funds to direct participation on behalf of the Government of the industrial innovation the point of view of the negative impact from the government factors were analyzed to supplement the research; government factors and the international competitiveness of industry relations and based on the characteristics of the high-tech industry, the human element from the research point of view rather than general human factors analysis to improve the degree of attention of the researchers in the human element.
