Along with the socialist market economy system gradually established, the Public Service Unit (PSU) administration system in China more and more does not meet the need of social development under the market economy. There are some marked problems in the system, such as no separation of PSUs from government, low socialization degree, numerous and jumble personnel and organization, and lacks the competition mechanism and self-restraint regulations. The problems lead to the results as follows, the insufficient supply of some public services, the confused sphere of government function, the heavier financial burden, the tough integration and correspondence among PSUs, the inefficient allocation of public resources. It is imminent to reform the current PSU administration system.The study was designed to develop an overall strategy for PSU administration system reform in China, on the basis of systematic analysis of the current situation in Guizhou and critical assessment of the experience of PSU administration system reform. This study concentrates on a range of important cross-cutting themes based on case studies of three key sectors, namely, the current policies and laws of PSUs, regional actualities in Guizhou. Putting forward countermeasures and suggestions with regard to strengthening PSU legal persons system, pursuing PSU reform of classifying, specifying PSU function, regulating relations between the government and PSUs, as well as establishing assess performance system, state-owned asset management system, social security system.It is intended to contribute to the development of a PSU administration system reform strategy by (i) providing an alternative way of thinking that may help policy-makers think through various issues involved in the development of PSU administration system reform strategy;(ii)offering a diagnostic analysis of existing problems of the current system, meanwhile the basic way and countermeasure of PSU administration system reform.
