Manpower and resources to play the role of the degree depends largely on how the allocation of human resources , and how \Allocation of human resources has become a critical and core issues of human resource management and development , is the common concern of government departments , businesses and all levels of various types of management focus . However, for a long time , this issue , whether in government departments or enterprises , both in theory and practice has not been satisfactorily resolved. For this reason , this paper intends to government human resource configuration system as the object of study , I hope you can fill in this field of theoretical blank , human resource allocation practices and government departments to provide useful guidance and help . The first configuration involves the configuration of human resources and government departments of human resources literature systematically combing path and framework of analysis of the study and obtained through the analysis of relevant theory . Compared with the enterprise , analyzing the similarities and differences of the special properties of the human resources of the government departments and the allocation of human resources of enterprises and government departments , to clarify the allocation of human resources of the government departments need to select the reference business management experience and technology . Then , analyze the the adverse status quo of China 's government human resource allocation , so that it could be improved through the establishment of a sound human resource allocation model . Finally, the core of this paper part, through the integration of existing research and theory , the three elements of government human resource configuration , that is, people - post match , man - man match person - organization fit ; government departments of Human Resources configuration re - divided into the incremental configuration with the stock configuration and analysis of the relationship between the two ; proposed four principles of government human resource configuration ; build a government human resource configuration of static and dynamic model , and analyze their internal relations and the mechanism of action , and preliminary ideas government departments diversified allocation of human resources channel .
