The study on cross-cultural communication began in the 1980 s, it is an emerging subject, emerged in current situation of more frequent international communication and global economic integration, in fact, the study focus on the communication of people with different linguist and cultural background. The study of cross-cultural communication plays an important role in current foreign language study. From the cross-cultural perspective, translation is no longer an isolated phase of conversion between languages, moreover, they view translation in a grandiose cultural context.With the development of the reform and opening-up of China, China’s power in participating foreign affairs is growing. As a necessary means and medium of foreign affairs activities, foreign affairs translation plays an important role in international communication activities. The perspective of cross-cultural also brings higher requirements for foreign affairs translation. Compared with other types of translation, foreign affairs discourses contain more cultural factors. Foreign affairs translator should not limit translation of foreign affairs discourses in language conversion only. On the other hand, they should pay attention to cultural connotation and cultural differences in contexts and employ proper strategies and skills to convey them completely and correctly.This thesis is divided into six chapters. Chapter one briefly introduces the background, objective and target of this thesis. Chapter two mainly talk about the close relation between culture and language, difference between Chinese and Western culture and the relation between foreign affairs and cross-cultural communication. Chapter three analyzes the features of foreign affairs translation. Chapter four points out the cultural factors in foreign affairs translation based on Chapter two and Chapter three. Chapter five puts forward three strategies of domestication, foreignization and explanatory translation which can be employed to minimum the cultural differences by some examples in practice. The last chapter is the conclusion of the thesis, it summarizes the thesis.
