City medical facility layout based on GIS

Medical facility is an important part of public service in a city, Its effective layout can not only facilitate patients for medical treatment, but also improve medical service and promote the development of urban and rural areas. Basing on fairness and efficiency, this paper aims to provide a feasible plan for urban and rural medical service system.First, under the background of urban and rural harmonious, this paper analyzed some domestic health systems and built a medical service system, which is consisted of hospital, health centers and clinic. The system can ease the treatment pressure of hospitals. That could ease the pressure of hospitals and help to balance the development of medical facility. On the other hand, it is conducive to overall planning of urban and rural medical facilities and provide basis for classification of category management of medical facilities.Secand, taking Kaifu district in Changsha as an example, a database of current medical facilities was established after the service level of current medical facilities was analyzed using GIS spatial analysis and network analysis techniques, to analyze the current service level and the quality of supply-demand layout. And finally to optimize the layout using Location-Allocation Model, in order to explore a more reasonable spatial layout mode of urban and rural medical facilities.And, Network Analysis was mainly used for the optical allocating of resources, discovering of the shortest path, analyzing of service area, optimizing of site. This paper mainly selects the functional modules of service area and Location-Allocation. Service area is one of the most common spatial conceptions; the service area based on the transport network may also consider factors, such as the costs of time, traffic conditions and so on. Under the condition of facilities points and service demanding points were provided, Location-Allocation can locate facilities with appropriate methods and ensure the most efficient service to meet the demand of demanding points.This study can provide information and recommendations to local government or planning decision-makers, and provide the scientific basis for selecting the best allocation of resources to promote rational development of medical facilities layout.
