Softswitch billing is an important issue in the telecommunications industry . Traditional billing system only for a single service billing and pre-paid and post-paid system phase separation . However , in the context of \long fixed rate or flow linear billing policy , increasingly unable to meet user requirements to improve the quality of service . Innovation of this paper is to design a suitable voice , data , multimedia and other business types , different quality of service needs the billing strategy - QoS - based billing policy ; according to pre-paid and post- paid convergence thinking , billing policy is divided into linear pricing strategy and nonlinear . QoS price adjustment policy . Design softswitch billing system application program while using the next generation billing agreement Diameter design softswitch billing server . Firstly, on the basis of the analysis and study of the soft switching , QoS strategy and charging Theory , the SLA reflects the network performance, QoS and accounting parameters with the conventional billing information are combined to create a suitable multi-service billing model ; according to the model established billing policy -based QoS , including linear pricing and non-linear dynamic QoS feedback pricing strategy ; design a flexible , suitable for multi-service billing algorithm . Secondly, QoS billing policy deployment applications in the softswitch multimedia communication applications , based on Diameter SIP extensions the protocol and OpenDiameter open source protocol stack , the design and development of a Diameter accounting server , authentication and billing functions . Finally, in a softswitch platform Diameter accounting server authentication and accounting function testing and performance testing , test results reflect the softswitch billing system application based QoS softswitch billing strategy feasibility and superiority , prospects and realize the value of providing a very important basis .
