After 30 years of reform and opening up, especially since the beginning of the 21st century, with the China’s economic and social development, and all kinds of production and business activities improved, different kinds of production safety accidents have also increased. It takes the risk of social stability and causes huge loss of lives. It is not only because of the quickly development, but also because that various types of hazard control have not been effective and emergency rescue system is imperfect.Focusing on current situation of safety production, and according to national regulations on major hazard control and long-term planning management, we try to build Lianyungang hazard remote monitoring system and implement "safety first, prevention first" principle in safety production, establishing a regional emergency rescue system. The project research and demonstration period provides necessary information to make management decisions. The author makes the feasibility study based on his actual work experiences..Based on analysis and study of the relevant methods, using qualitative and quantitative research methods, and according to the project background, the need for investment, the implementation of the technical program, the investment estimate and benefit analysis and so on, we make the conclusions of project evaluation:This project can improve all kinds of hazards management for the plant and the government management, and responds quickly, greatly reducing the emergency response time and improving rescue capability. It is necessary to construct this project; Currently Internet and satellite communications is widely used in our life and our work, so using advanced technical design for the overall real-time monitoring system to construct of the project is feasible; According to the investment estimation and efficiency analysis, the project investment is small, sources of funds is secure, economic and social benefits are significant, and the project’s construction is reasonable.
