Yunnan is the most abundant biological resources in China one of the provinces, with deserts and oceans than the northern hemisphere outside the various types of ecosystems, is the world’s species-rich region and the world of high-level gene pool, with a strong biological resources for economic development material foundation and huge potential for the development and utilization. But the biotechnology industry in Yunnan research and innovation capacity is lower than the national average, the most important determinants of R & D human resources and research and development platform, the establishment of mechanisms. Therefore, innovation in the cluster bio-industry perspective of human resources in Yunnan support system for the development of biotechnology industry in Yunnan has important reference value.This article attempts to cluster theory of innovation theory and human resources to conduct a comprehensive analysis, the mechanism of cluster innovation and clusters of innovation and human resources support system mechanism, based on theoretical analysis and empirical analysis, empirical analysis and statistics to pay attention to the use of quantitative analysis method, graphical method of analysis and theory of the use of meta-analysis, trying to design a bio-industry development in Yunnan Province to support the human resources system model, and the mechanism and human resources in innovation based on the theory put forward innovative human resource competitiveness index system, the bio-industry in Yunnan, a comprehensive assessment of innovation capability, in this based on the proposed bio-industry in Yunnan Province of human resources to enhance research and development capabilities to support system of policy recommendations.In this paper, the existing home and abroad on the basis of research results, in a bid to make the following new exploration areas: (1) a large number of industrial clusters and innovative literature summary and description of three aspects from the economic point of view interpretation of the mechanism of cluster innovation advantage, this study abroad in biological industry almost to a breakthrough in perspective. (2) combined with cluster innovation theory, the clusters of the Subject element, innovative mechanisms, human resources, theories, and human resources to support system operation mechanism, Establishing a biotechnology industry cluster innovative human resources support system model to the Yunnan Bio Industry Cluster innovation platform and innovative human resources training and development of mechanisms to inspire. (3) in the "Talent Development Report" data support the premise of proposed innovative human resources evaluation system was based on the strength index, R & D performance indicators and indicators of the strength of three categories of indicators and establishment of the classification index under the sub-indicators, building innovative human resources evaluation model, using statistical method and the weighted average of the 31 provinces of innovative and integrated human resources strength of the ranking scores, which compare the development of biotechnology industry in Yunnan short board to have Policy in effect.
