With the deepening of information technology in the enterprise, the necessity and importance of the information resource planning gradually gained widespread recognition and attention. The current lack of strategic consistency of support of enterprise information resources planning led to corporate information resources planning is difficult to be consistent with the macro strategic positioning, which can seriously affect the effectiveness and success rate of the information resource planning. This thesis, enterprise resource planning based on strategic consistency as the focal point, consider strategic consistency of enterprise information resource planning support, improve and expand the information resource planning studies. Learn from the thinking of the Balanced Scorecard, the combined causal path analysis of the concept and the model proposed method of forming of the strategic elements of the process, from the general sense of the mathematical model of the process of the formation of the strategic elements method. The proposed method can effectively support the formation and to determine enterprise process elements of the strategy to promote macro strategy from formulation to implementation, support information resource planning follow-up with the business of strategic alignment process optimization. Method based on the Balanced Scorecard concept and fuzzy set covering research to corporate performance indicators issued by the strategic alignment selection method, the decomposition process of strategic elements related to corporate performance indicators that can be adjusted to achieve corporate strategic objectives, performance indicators specific specified to achieve strategic objectives needed to achieve the performance requirements, as well as to reach the path of success and concern, to provide information for the entire enterprise resource planning method support. Proposed strategic layer, operation layer, operation layer and strategic layer associated with strategic consistency of judgment of the three-part information resource planning (IRP) options methodological framework. Layers of specific methods based on the Analytic Hierarchy Process / network analysis proposed framework, support with strategic consistency information resource planning (IRP) program selection. Selected based on the proposed method IRP program to be consistent with the corporate strategy, in order to overcome the limitations of previous methods are difficult Throughout globally from the height of the corporate strategy of the IRP program to make a choice. The proposed method can also be used in the respective sub-information in the judgment information resource planning system different degrees of importance, and priority. On the basis of the foregoing proposed planning information resource planning system implementation and application of functional planning and business data, information resource planning implementation strategy, the implementation of program planning and implementation of programs of study, can support enterprises to better implementation of information resource planning to build a high-end data environment, effective management of information technology to achieve enterprise.
