Since the founding of Nanjing National Government, Central Government had been committed to restoring the original relationship between central government and Tibet. The relationship between local and central government had taken place in a significant change.In the 1936 -1944 period Wuzhongxin became the chairman of Mongolian and Tibetan Affairs Commission of Nanjing National Government, to deal with the Mongolian and Tibetan affairs. Frontier Affairs had always not been bullished on by many people. First, the complexity of the problem difficult for the border effect, and achieved performance, and there was no economic benefit, it can be said as yamen water, many people were unwilling to do, but also could not afford to do. At that time, the border areas need to be sorted out, the government seriously considered this person, so they chose the President of the two Provincial wuzhongxin to undertake this important task. On the one hand, to show the issue of the National Government of Mongolian and Tibetan Affairs importance than ever before, on the other hand, showed wuzhongxin’s personal affirmation.After Wuzhongxin became the chairman of Mongolian and Tibetan Affairs Commission he took Mongolian and Tibetan affairs very seriously, to adjust for the problem, and actively work. Especially in dealing with the issue of Tibet, when possession of the department’s Office of Tibet in Beijing sent the message, he has carefully read and discretion in the matter. Thus performance on the Commission, and changed popular unpopular. During his term of office during the Mongolian and Tibetan Affairs Commission chairman, had led to several important relations between the central sovereignty. First, to improve the relationship between central government and Tibet, during his tenure, he presided over the Mongolian and Tibetan Affairs Commission set up the Office of Tibet, Tibet convened a national conference attended by representatives of the past, strengthened political ties with Tibet, always adhere to the central government’s sovereignty over Tibet; Second, Wuzhongxin presided over the enthronement of the Fourteenth Dalai Lama’s ceremony, insist on the central issues in the reincarnation of the Dalai Lama’s basic rights; Third, through respected for Tibetan Buddhist beliefs and Buddhist ceremony of the top priorities, support for the monks of the majority group, which contain a large extent, the internal centrifugal forces in Tibet’s development and growth. Fourth, he made and amended a series of central government on the Tibet affairs, laws and regulations, From various aspects to strengthen the sovereignty, had improved the relationship between the central government and Tibet at that time.In this paper, the core of his study is mainly because at that time, tension between the central government with local circumstances, Wuzhongxin, as the chairman of the Mongolian and Tibetan Affairs Commission while the Nationalist government agencies of the chairman, is not only related to the implementation of the Tibetan affairs, but also for possession of the principal decision-makers. His thoughts and behavior, may took a great impact on the police that Nanjing National Government to Tibetan as to how to produce the impact and the extent. In this paper, this is a problem to be solved At the same time, Wuzhongxin dealt with a series of related matters after the possession of the relationship between central government and Tibet to improve the outcome of what is also needed to explore in the paper. Through Wuzhongxin diaries and the records of customs in Tibet "Minutes of Tibet" in-depth study, not only reflects his own attitude towards Tibet and ideas to solve the Tibetan affairs, on the other hand, from his way and diary records to reflect the Tibet, the situation of the parties, as well as all aspects of Tibetan people at all levels of the central government’s attitude, the idea of these records and the central government to develop policies governing the provision of reference edge.Therefore, it can be said that Wuzhongxin was the the central figure of Nanjing National Government policy formulation and implementation. To wuzhongxin himself, as well as its relationship with the modern study of the Tibetan issue has important significance and historical value.
