Application Research of Integrated PMC Model for Water Transportation Engineering Construction Management

In recent years, water transportation construction in China has been developing vigorously, with an obvious trend of“diversification of investment sources and forms, upsizing of construction scale, and complication of project management”. The scale-upsizing and the complication of engineering make it hard to meet the needs of water transportation project construction and the targets of construction by applying the traditional simple project organization mode. Modern water transportation engineering construction requires an applicable management and construction approach taken into account the characteristics of national water transportation engineering project to improve the project management performance. The realization of system objectives of the projects relies on the application of specialized management technology, methododology and procedures as well as systematized and integrated project management.This paper is based on the current situation of national water transportation engineering project management. Documents reading, data collection, statistical analysis, research/discussion, engineering projects case analysis as well as research tools such as flowchart, analogy, SWOT, AHP(Analytic Hierarchy Process), and Fuzzy Synthetical Evaluation Methods are applied here. Based on the analysis of the features of water transportation engineering projects and their managing modes, the necessity of PMC model of water transportation engineering projects has been discussed in this paper. By analizing the main resources of national water transportation engineering project management, the relation of benefits and resource integration and collaboration, resource integration PMC model conforming to the project objectives has been brought forward, and the issues of resource allocation, organizational structure and managerial procedures of the PMC model were discussed. Moreover, this resource integration PMC model was rationalized through the system assessment by means of Analytic Hierarchy Process- Fuzzy Synthetical Evaluation Methods and through project management case analysis. This paper provides theoretical base and practical reference for the project management, so that the managerial staff of water transportation engineering projects could realize the importance and necessity of engineering project management, as well as the fact that the introduction of advanced international engineering project management models must be based on national fundamental reality, the characteristics of the related industry and the features of the specific project, instead of rigid copying and dogmatic use. The study of advanced management tehchnoloy and methods of water transportation construction project management should proceed with a view to the existing engineering management system and project management models, with gradual removing of the traditional ideas and practice that do not accord with scientific and efficient management, with the integration of theory and practice, and with the exploration of new engineering project management mode.Additionally, this paper brings up issues of further research on the application of resource integration PMC model for national water transportation engineering construction, such as organization of management subject, resource integration technology, responsibilities and rights of management subject, application conditions of the model as well as laws and regulations of its application etc.
