Formed in the early days of the urban-rural split dual household registration system , restrictive household registration policy has played a positive role in the specific historical conditions . However , the social and economic costs of urban household registration restriction policy in today's market economy context they arise is obvious that this policy is essentially an obstacle to the free movement of labor set , which reduces the efficiency of the allocation of labor resources of the whole society . But on the other hand , if fully liberalized residency restrictions , will result in the rapid expansion of the scale of the urban population and more than the optimal size of the city , so that the city management costs as well as accelerate the rise in the cost of urban congestion , urban public resources are overwhelmed , these constitute another On the one hand the social and economic costs . Therefore, considering these two factors , even from the point of view of social welfare maximization , the optimal solution of the limit for urban household registration system reform may not be an immediate and complete deletion limits , but the residency restrictions down to a specific progressive level . This paper will try to study : from the point of view of the central government , how to the city classification with the focus on reform of the household registration system reform determination of the city , from the point of view of the local government to determine local residency restrictions optimal level modeling affected by what factors , that is starting from the central government to determine the need to reform the city determined starting from the point of view of the local government reform program . On the other hand , also need to study from the the specific empirical point of view of what city residency restrictions more stringent , as well as how to improve the adverse impact due to the restrictions on residence registration policy . The goal of this paper is: along the understanding of China's urban the government household registration policy behavior ideas , through the combination of theoretical and empirical methods finer analysis of influencing factors of urban household registration policy , to obtain household registration policy behavior of the city government , the better explanation.
