The villages and towns government is the most basic administration organization in our country. It takes massive basic administration function, and it is the foundation of our country administration. Service quality of Villages and towns government immediate influence to general countryside development of economic, social stability, also relates to the carrying-out of the higher authority government decision-making. Therefore, it is very important to strengthen competence of villages and towns government.The most important thing to strengthen competence of villages and towns government is the appraisal and the weight of performance of villages and towns government, and carries on target-oriented enhancement and improves. Especially to ignore Stakeholder’s benefit, and often harms the Stakeholder’s benefit.This article established the villages and towns government performance appraisal system based on the performance prism theory, this kind of system will play the positive role for satisfaction of the Stakeholder of the villages and towns government, and for the strategy determination of the villages and towns government, procedure combing as well as ability raise.This article have two main innovations:1 Define and analyze Stakeholder of the of villages and towns government. This article have the interview on the spot to classify Stakeholder of the villages and towns government, and build the foundation for constructing performance appraise system of the villages and towns government using the performance prism theory.2. Establishes performance appraisal system of the villages and towns government using the performance prism theory. This article use the performance prism theory in the villages and towns government’s performance appraisal for the first time, make the villages and towns government pay more attention on benefit realization of Stakeholder, promotes Stakeholder’s satisfaction. And we construct the villages and town’s government’s performance appraisal indicator system from satisfaction of the Stakeholder, the strategy, the procedure and the ability.
