Hydropower is a clean and renewable energy, and to encourage the development of hydropower, which is the inevitable choice based on hydropower's share of energy ratio and energy structure in China. China's hydropower construction is at the peak of construction, we see huge economic benefits brought about by the development of hydropower, more rational to see the enormous impact of hydropower development on the environment and social interests. Environmental interests, the interests of the community, living and economic interests are legitimate interests, the how equitable these conflicts of interest, is the one of the problems to be solved in the theory and practice. With the establishment of China's market economic system and the rule of law concept in depth, the more and more difficult to use administrative means to coordinate these conflicts of interest, the validity getting worse. Therefore, the need to use legal means to to Chancery of these conflicts of interest, the interests of the regulation mechanism and legal system established through legislation, so that the hydropower development in the interests of standardization, the law, to all kinds of stakeholders to fully mobilize the enthusiasm and initiative of the protection of water resources , and prevent and resolve disputes, to achieve the harmonious development of man and nature, man and society. Interests and stakeholders involved in the development of hydropower, equitable principles of conflicts of interest from the point of view of the interests of jurisprudence, the legal system, improve the regulation of the interests of the system research focus from the confirmation of the stakeholders, the interests of equitable principles established with the use of legal improve other aspects of the system to conduct a comprehensive analysis of hydropower development, trying to provide recommendations for the improvement of laws. The paper is divided into five parts. Introduction: purpose and meaning and scope of the study, the research data as well as the research method of the thesis topics. Chapter analysis for hydropower development in the interests of the four partially unfolded. The first part of water resources due to the ground different value structure, corresponding to the different land use patterns and combinations thereof, and clarify the root causes of the conflict of interest. From the point of view of the interests of the analysis, the second part of hydropower development in the interests of the division involved for the environmental, economic, social, and survival benefits. The third part of the use of the stakeholder theory confirm hydropower development stakeholders as governments, utilities, businesses and residents. Conflict of interest led to the hydropower environmental impact assessment system faces enormous resistance; fourth part of the proposed hydropower resources management and supervision system for the constraints of rent-seeking behavior of the government and its officials, to avoid the adverse impact of political interests on water resources should be perfect. The fifth part of the proposed hydropower revenue allocation system, the need to improve access to the economic interests of a fair and reasonable allocation of hydropower development between different stakeholders. The hydropower environmental impact assessment, hydropower income distribution, electricity and water resources management and supervision system is to prevent conflicts of interest. Section VI presents Perfect interests conflict resolution systems. China mainly through administrative enforcement mechanism to resolve the conflict of interest generated by hydropower development, negotiation, arbitration, public interest litigation settlement mechanism is not sound. The perfection of the the interests conflict resolution system is a positive solution to the conflict of interest.
