Carbon reduction research by global experts and scholars , including how to build one for policy-makers to develop a decision-making system of early warning of carbon emission reduction strategies and efficient carbon , is a hot issue worthy of further study . B / S design patterns , integration of geographic information technologies and distributed processing technology to Java EE-based distributed system architecture based on the introduction of WebGIS technology , the establishment of warning decision-making system based on WebGIS urban carbon emissions . At the same time in order to achieve real-time carbon emissions data query , update , analysis and mitigation strategies output functions , the use of geographic information database stored in different cities . Vast amounts of geographic information and data storage of carbon emissions , the proposed Q-learning algorithm based on fuzzy clustering , warning decision-making . To resolve the problem of combinatorial explosion of the state space , using fuzzy clustering method to divide the state space , reduce the complexity of the state space , speed up the convergence . Hierarchical classification and reasoning method , layer by layer classification storage decision rules and conclusions by the expert system to determine the intensity of carbon emissions , and early warning , the output effective carbon emission reduction decision-making . Finally, system debugging application results verify that the system is easy to use , operation visual output decisions to help achieve energy conservation .
