With the rapid development of Internet technology, more and more corporations、organizations、various management department and individuals pay attention to the Internet technology. With the rapid development of the information "highway", the development of traffic management information is becoming increasingly important. Although great development has been achieved in information in China, its universal degree in the traffic management department is relatively low, which objectively affect working efficiency and modernization process forward. Traffic information management system is the computer applications system in which various traffic information is processed, maintained and used by computer and network, whose construction and application play a great role in promoting modernization construction of transport.According to present situation of China, Every city has its own traffic management department, which is responsible for security, vehicle management, indident management, transportation facilities management of the area, so the design of traffic information management system within the city limits has very practical universal significance.To enhance the effective use of internal and external information resources, improve worling efficiency and office automation level, information sharing of intranet should be implemented within the traffic management department. Access right of secret information should be set, the authorization mode should be opened, users of different levels can access and view different information, advanced users can authorize any trust users access to the resources required. According to the thought aboved, in the paper, the background and status of information management system was described, key technologies required in the system development are introduced, including the development language Java language, development environment Myeclipse6.0, JSP (Java Server Pages) technology, Java Servlet, JavaBeans component technology, database connection technology JDBC (Java Data Base Connectivity) and network security mechnism, while the system database was designed by using SQL Server 2000. In This system, the overall design was implemented by using the B/S (Browser/Server) system pattern which is the most practical at this stage, Java developping language and JSP technology. JDK+Tomcat+Apache is combined to be WEB server, Java Servlet was used in the background database operations, by which JavaBean was made, the JSP+JavaBean+Java Servlet technology portfolio was achieved, throught the advantages of JSP will be shown,and MVC (model-view-controller) pattern was achieved better.Its development environment and combination development technology, for transportation management department provides effective management means, and based on the role of stratified access control technology, thus greatly increased the security of the system. The evelopment environment and combination and development technology provide effective management means for traffic management departments, and role-based hierarchical access control technology, which greatly increased the security of the system.
