Along with the development of the world economic integration and globalization, Chinese economy and container transportation are developing rapid. The container ship tends to be large-scale and high-speed. These make the container throughput of container terminal increases swift and violently. Container terminal operation efficiency can not meet the requirements of the transport system. It demands the terminal management level higher.In addition, in recent years, the modern logistics develops rapid. Container terminal as an important node of the supply chain, its operation efficiency will affect the efficiency of the entire logistics chain. The management of the terminal internal logistics network is facing greater challenges. Meanwhile, the shipping company’s strategic alliance promotes container transport to trunk route making the trunk port competition fierce. And the terminal management, operation efficiency and service quality is the main reflect of the competitiveness. So, we must strive to improve the management level of container terminal.Container terminal operating system is composed of several subsystems. The managers are often concerned about the operation management of berth subsystem and neglect the container yard management. In fact, the container operation closely contacts with the berth operation. The container handling, stack, and transport compose the container operation system. Any system’s operation efficiency low would cause the low operation efficiency of the entire terminal. It not only cannot save costs, but also is a waste to the resources. It would be a disadvantage of the terminal in the fierce competition.The thesis, applying the integral view, studies on the resource allocation of container terminal yard. Optimize the space resource and the machinery resource of terminal yard to improve the operation efficiency and service levels. Firstly, This thesis optimizes the space resource. A model is presented to balance the operation amount of containers among different areas and bays. Another model is established to minimum the transport distance between the berth and the yard. This results more full use of the space resource and reduce the operation time,then reduce the port residence time of the ship. Secondly, it optimizes the handling machinery resource. A model is presented to minimum the time of the last gantry crane. It can reduce the ship residence time in port and improve the operation efficiency and service levels. Finally, It conclude that under the existing resources conditions, it can improve the operation efficiency of the terminal through the resource management optimization. On the one hand, it could reduce large cost related to the port for the shipper. On the other hand, it could improve the utilization of the resources for the port. It can reach the win-win to port and shipper.
