Human society from the industrial economy to enter the era of knowledge economy, knowledge in people's lives plays an increasingly important role. The growing importance of knowledge management and knowledge management system recognized by the industry, and knowledge management system, however, just simple knowledge content storage. Take storage does not contain semantic knowledge in database query can only use keyword-based retrieval techniques. The technology can not find out the relationship between knowledge and implicit knowledge. Therefore the effective management of knowledge, and the vast amounts of knowledge in accurately and quickly identify the knowledge that people need to become the focus of current research. For this purpose, to do the work as follows: First, by Ontology Language grammatical forms and relational database schema mapping, design body to organize and represent knowledge, and the body of knowledge is stored in a relational database management system model. In the model, a relatively complete set of triggers to achieve the reasoning, in order to maintain the semantic integrity of the knowledge base. Secondly, in order to be able to quickly and efficiently build a knowledge management system, developed a model based on the knowledge management system graphical editing tools SKB. Not only to provide developers with a friendly interface and be able to achieve the management of knowledge in database permissions. Again, designed and implemented the semantic retrieval model SSE, the model ontology semantics into the query mechanism by the semantic rules of the body, digging out the implicit knowledge. It is not only a greater extent to ensure users find what they are valuable knowledge, and precision and recall of full-rate than traditional keyword-based retrieval has improved to some extent. Finally, the analysis and collection of information as well as research in the medical field ontology building the basis of the criteria and methods, use SKB build a medical domain ontology and query semantic retrieval system SSE knowledge of the medical field, many rich and useful knowledge, further evidence of the effectiveness of the system. Ontology-based knowledge management system built not only to achieve the effective management and organization of knowledge, but also to achieve the full advantage of the knowledge in the knowledge base, and its research significance in theory and practice.
