Accompanied by the rapid development of economy and society the peoples’material standard of living and spiritual civilization are keep rising, at the same time, the public leaders are faced with more unprecedented challenge which resulted by the bursting of social contradictions, however the hardest part is the leadership of the crisis situation. Although Crisis leadership to some degree is the reflection of personal charm and art, yet for most of leaders it means more pressure and challenges. To deal with the crisis situation, leadership promoting is definitely on the list. The paper’s logic way of thinking is about analysis of leaders’responsibility and predicament in crisis situation, and searching an important area for the crisis leadership with the principles of equivalence of power and duties, equality and justice, free appreciation and equal participation right. Then according to the interrelationship between crisis leadership and crisis situation to dig the effective way of leadership construction.As a special kind of leadership, it is an important standard to analyse the leaders behaviour in crisis situation; and it is also an important reference for construction of leaders’accountability system to judge leaders’responsibility through the materialization of environment and leader behaviours. Predicament of crisis leadership is the uncertainty and dangerous which brought by crisis situation. Therefor the paper predicts every potential crisis situation, through analysing about the whole public environment, including those happened affairs already. With the detailed description of Leadership functions of the transformation, leadership change, leadership and organization change, leadership and communication multiple, the paper discusses the situation leaders would be meet with as has been said. Though the combination of materialization in responsibility and leadership, the paper is trying to conduct the leaders’ ability in crisis situation.
