In response to the impact of the world financial crisis on China's economy, China's State Council, the top ten industry revitalization plan, including the shipbuilding industry. Shipyard steel database connection shipbuilding enterprises purchasing and production departments, the shipyard production supplies store center responsible for the production of feed material, storage, supply, storage and other important tasks. China's shipbuilding industry, to revitalize and improve the plate library management levels and operating efficiency is imperative. Shipyard steel plate library for the study, combined with the characteristics of shipbuilding production constraints in order to optimize the layout of steel plate library and warehousing operations plan, the development of the plate library management information system, designed to enhance the overall plate library operating efficiency . In this paper, the problem of steel plate library warehouse layout and warehouse management, research status analysis, and optimization of steel plate library layout as well as to improve the plate library management to determine the level of focus of this study. The steel yard operation including warehousing operations, database operations and a library job three stage. The plate library stacking layout how, and how reasonable the development of steel plate a library, storage plan, directly affect the operating efficiency of the plate library yard. In this paper, a of shipyard steel plate library batch placed layout and in-depth analysis into the operating process under the assumption in this scenario, a steel plate yard needs a minimum stack median target mathematical optimization model. At the same time, the design of an improved genetic algorithm to solve this problem. According to the results and analysis of the solution of the actual number of cases, to identify the minimum stack the median as well as the optimal storage bulk plan. In addition, through the comparison of the layout and operation plan out library mode analysis shows that balanced out the library plans to make the overall job the best results. On this basis, the shipyard and steel library management needs analysis, design solutions for the construction of a steel plate library information, and using bar code technology, wireless network technology, web service architecture, mobile terminals and other information technology development the plate library management information systems, real-time monitoring of steel plate, steel library information technology management. And this system has been put into practical application, run effects reflect good. In conclusion, the research results of the shipyard steel plate library layout and operating plans, as well as the plate library management information system development, has achieved significant results, good value and significance. And related operations research useful lessons.
