Primary issue affecting the formation of the main reasons for private tutoring, including social and cultural background, parental education concepts, education, economic status, the policy orientation. Parents of the students taking part in extra-curricular tuition to some extent play a decisive role, but to influence their parents to make the relevant decisions of the main factors is the educational concept, therefore the extra-curricular tuition in the primary response strategy must take into account parental education, the aim of adopting help parents form a scientific conception of education, correct their mistakes on their children’s education act. Analysis of primary school students in the concepts and the development of extra-curricular tutoring problems mainly based on the proposed changes in parent education, deepen the education system reform, strengthening policy guidance, standard treatment in a comprehensive media campaign.
